ONUIMO LEGISLATIVE COUNCIL RECEIVES 5.165b as 2025 BUDGETARY ESTIMATES

The Onuimo Legislative Council, on Friday, 24th January 2025, received a total budget outlay of five billion, one hundred and sixty five million, five hundred and seventy six thousand, four hundred and thirty seven Naira (N5, 0165,576,437) for the 2025 fiscal year, from the Executive Chairman, Hon Dr Emeka Obi.

The motion to usher in the Executive Chairman into the hallowed chamber for the purpose of budget presentation was moved by the majority leader and councilor representing Umuna ward, Hon Okoroike Sunnyken. After which the leader of the council, Rt Hon Ifeanyi Andy Maduako in his special address, welcomed the Executive Chairman and his encourage, which included the deputy chairman Hon Kelechi Ibegbu, Secretary to the Local Government, supervisors, heads of departments and entire staff of the council, into the chamber.

The budget which was christened “Budget of New begining” was read for the first time by the Chairman of Onuimo Local Government Area, Hon Chief Dr Emeka Obi.

The breakdown of budgetary outlay has recurrent expenditure at one billion, four hundred and twenty five million, one hundred forty thousand, fifteen naira (N1, 042,514,015 )while capital expenditure pegged at three billion, nine hundred and seventy four million, six hundred and twenty four thousand, twenty two Naira ( N3,974,062,422).

The Chairman, however lamented on the paltry sum of internally generated revenue of the LGA which its budgetary projection is one hundred and thirty seven million, six hundred and seven thousand, four hundred and seventy eight Naira (N137,607,478). Stating that the budgeting would be dependent on federal allocation and stat subventions, he decried that the advent of insecurity in the past in Onuimo LGA drastically reduced its the internally generated revenue prospects. However assured that this year would witness an upward improvements.

He enjoined the house to continue to be good partners in progress and see to the timely approval of the budget.

The leader of the legislature, Rt Hon Andy Maduako and the entire councilors who took turns to speak, commended the Chairman on the detailed presentation. The leader assured the Executive of the Legislative Council’s readiness to commit the budget through the required legislative processes and approval for the development of Onuimo Local Government Area and her people.

The budget was directed to the house committee on Finance, Budgeting and Appropriation to carry out their duty on the budget as required, by the leader of the Council.

Britain’s technology minister is “genuinely concerned” about how Chinese-owned TikTok could use the data of millions of Britons, according to an interview with The Guardian newspaper published Thursday.

The UK, unlike the United States, has stopped short of calling for a ban on the social media platform, as concerns rise over how the app could be exploited by the Chinese government.

“I am genuinely concerned about the ownership model of TikTok,” Peter Kyle said.

“I’m genuinely concerned about their use of data, linked to the ownership model.”

He nevertheless called TikTok a “desirable product”, adding that “young people should be free to explore all sorts of cultures and ideologies”.

Responding to The Guardian interview, a TikTok spokesperson told AFP: “In the UK, TikTok is provided by a UK registered company, subject to UK laws and regulated by UK regulators.”

“Our parent company is majority-owned by international investors, predominantly from the US.”

TikTok insisted that the Chinese government has no stake in ByteDance.

The company also said it has invested £10 billion ($12 billion) to set up a data security programme in the UK and mainland Europe.

A TikTok ban law has been passed in the United States owing to concerns that the Chinese government could use the social media app to spy on Americans or covertly influence US public opinion through data collection and content manipulation.

The United States gave TikTok’s Chinese parent ByteDance the choice to sell the platform or face a ban. The deadline for this has been extended by 75 days by new president Donald Trump.

CBN Fines Nine Banks ₦150m Each For ATM Cash Scarcity

In a clear message of zero tolerance for cash flow disruptions, the Central Bank of Nigeria (CBN) has sanctioned Deposit Money Banks (DMBs) for failing to make Naira notes available through automated teller machines (ATMs), during the yuletide season.

Each bank was fined ₦150 million for non-compliance, in line with the CBN’s cash distribution guidelines, following spot checks on their branches.

The enforcement action follows repeated warnings from the CBN to financial institutions to guarantee seamless cash availability, particularly during periods of high demand.

The affected banks include Fidelity Bank Plc, First Bank Plc, Keystone Bank Plc, Union Bank Plc, Globus Bank Plc, Providus Bank Plc, Zenith Bank Plc, United Bank for Africa Plc, and Sterling Bank Plc.

Communication with the banks revealed that the fines would be debited directly from their accounts with the apex bank.

The Acting Director of Corporate Communications at the CBN, Hakama Sidi Ali confirmed the development, noting that “Ensuring seamless cash flow is paramount to maintaining public trust and economic stability.

“The CBN will not hesitate to impose further sanctions on any institution found violating its cash circulation guidelines,” she stated.

The CBN’s investigations and monitoring will continue to scrutinise cash hoarding and rationing, both at bank branches and by Point-of-Sale (POS) operators.

The Central Bank is working with security agencies to crack down on illegal cash sales and operational violations, including enforcing POS operators’ daily cumulative withdrawal limit of N1.2 million.

Governor Olayemi Cardoso, in his address at the Annual Bankers’ Dinner of the Chartered Institute of Bankers of Nigeria (CIBN) in November 2024, warned banks to strictly adhere to cash distribution policies or face severe penalties.

He underscored the CBN’s commitment to maintaining a robust cash buffer to meet Nigerians’ needs. “Our focus remains on fostering trust, ensuring stability, and guaranteeing seamless cash circulation across the financial system,” Cardoso said.

The CBN urged all financial institutions to comply with its guidelines, warning that further violations would attract swift and decisive sanctions

Alleged N12.3bn Fraud: EFFC To Arraign Oba Otudeko, Onasanya, Two Others

The Economic and Financial Crimes Commission (EFCC) has filed a 13-count criminal charge against the Chairman, Honeywell Group, Chief Oba Otudeko and a former Managing Director of First Bank, Olabisi Onasanya for allegedly obtaining the sum of N12.3bn from First Bank.

The duo are to be arraigned on Monday, Jan 20th before Justice Chukwujekwu Aneke of the Federal High Court, Lagos.

They will be arraigned alongside, a former member of the board of directors of Honeywell Flour Mills Plc, Soji Akintayo and a company linked to Otudeko, named Anchorage Leisure Ltd.

All four were listed as defendants in the suit filed by an EFCC prosecutor, Bilkisu Buhari-Bala on Jan. 16, 2025.

According to the EFCC, the four committed the fraud in tranches of N5.2b, N6.2b, N6.150b, N1.5b and N500million, between 2013 and 2014 in Lagos.

In proof of the charge against the defendants, the EFCC intends to call representatives of First Bank including Cecelia Majekodunmi, Ola Michael Aderogba, Abiodun Olatunji, Raymond Eze, Abiodun Odunbola and Adeeyo David all of whom are expected to give evidence of the fraudulent misrepresentation of the Defendants and tender relevant documents.

The EFCC will also rely on the testimonies of representatives of Central Bank of Nigeria, representatives of Stallion Nigeria Limited and representatives of V-tech Dynamics Ltd.

Also included in the EFCC’s list of witnesses are one Farida Abubakar and Adaeze Nwakoby.

According to the Commission, the offences contravene Section 8(a) of Advance Fee Fraud and Other Fraud Related Offences Act 2006 and were punishable under Section 1 (3) of the same Act.

Count 1 of the charge says that Chief Oba Otudeko, Stephen Olabisi Onasanya, Soji Akintayo and Anchorage Leisure Limited between 2013 and 2014 in Lagos, within the jurisdiction of this Honourable Court conspired amongst yourselves to obtain the sum of N12,300,000,000.00 (Twelve Billion, Three Hundred Million Naira Only),from First Bank Limited on the pretence that the said sum represented credit facilities applied * for by V- Tech Dynamic Links Limited and Stallion Nigeria Limited, which representation you know to be false, and you thereby committed an offence contrary to Section 8(a) of Advance Fee Fraud and other Fraud Related Offences Act 2006 and punishable under Section 1(3) of the same Act.

In Count 2, it was alleged that the defendants, on or about 26th day of November, 2013 in Lagos, “obtained the sum of N5.2 Billion from First Bank Limited on the pretence that the said sum represented credit facilities applied for by V Tech Dynamic Links Limited which representation you know to be false.”

The 3rd count claims that the defendants, between 2013 and 2014 in Lagos, obtained N6.2 Billion from First Bank Limited on the pretence that the said sum represented credit facilities applied for and disbursed to Stallion Nigeria Limited, which representation you know to be false.”

County 4 reads, that you, Chief Oba Otudeko, Stephen Olabisi Onasanya, Soji Akintayo and Anchorage Leisure Limited on or about 26th day of November 2013 in Lagos, within the jurisdiction of this Honourable Court conspired amongst yourselves to use the total sum of N6,150,000,000,.00 (Six Billion, One Hundred and Fifty Million Naira Only.), which sum you reasonably ought to have known forms part of proceeds of your unlawful activities to wit: Obtaining by False Pretence and you thereby committed an offence contrary to Sections 18(a), 15 (2) (d) of the Money Laundering (Prohibition) Act, 2011 (as amended) and punishable under Section 15(3) of the same Act.

Count 5 accuses Chief Oba Otudeko, Stephen Olabisi Onasanya, Soji Akintayo and Anchorage Leisure Limited on or about 11th day of December, 2013 in Lagos, procured Honeywell Flour Mills Plc to retain the sum of N1.5 billion, which sum you reasonably ought to have known forms part of proceeds of your unlawful activities to wit: Obtaining by False Pretence and you thereby committed an offence contrary to Section 18(c), 15 (2) (d) of the Money Laundering (Prohibition) Act, 2011 (as amended) and punishable under Section 15(3) of the same Act.

Rt. Hon. Barr. Kennedy Chidozie Ibeh, the “Jinx Breaker” First Third-term Member and Speaker Emeritus Imo State House of Assembly, has congratulated Governor Hope Uzodimma on his eventful second term outing. January 15, 2025, marks one year of his second term.

Nke Nke Enyi Obowo has hailed Governor Uzodimma for his pragmatic delivery since January 15, 2020, noting that the Governor remains committed to the development of the State and its citizens in his second term.

“It is politically correct to imagine that the Governor will slow down on huge projects in his second term, having delivered so well in his first term, but this case is very different,” Hon. Ibeh said.

Continuing, Ibeh said, “His Excellency has remained focused, resilient, and energetic, still displaying this huge appetite for significant projects and programmes. This is a new normal for Imo and worthy of emulation.”

Barr. Ibeh wished the Governor well as he continues his second tenure. “Truth be told, the Governor’s tenure has been quite challenging yet very rewarding”. “We saw Covid and lockdown, unknown gunmen, EndSARS, cashless policies, the fall of the Naira, economic crunch resulting from early effects of some good Federal policies, yet our State has remained stable with multidisciplinary and multidimensional developmental strides. Enough durable infrastructure for all to see. He is doing quite well for Imo, so we pray that God grants him good health and the courage to trudge on”, Rt. Hon. Ibeh prayed.

The Former Speaker and Member Representing Obowo State Constituency in the Imo State House of Assembly assured of his commitment and that of his colleagues to deliver their mandates, with a mindset to support the Governor and his administration so that Imo will continue to experience positive transformation.

 

 

Thousands under evacuation orders in Los Angeles County

Tens of thousands of California residents will decide whether to permanently relocate or rebuild their homes after the most destructive fires in Los Angeles’ history.

Insurance companies may cover thousands of dollars in temporary housing and living expenses — unless homeowners are underinsured or not covered.

“The policy is generally going to cover the cost of additional living expenses while you are out of your home, to maintain what is kind of your usual standard of living,” said Karen Collins, the vice president of American Property Casualty Insurance Association’s property and environmental division.

For example, if someone’s insurance covers $100,000 for a property, the insurance company might cover another $20,000 — or 20% — in additional living expenses, Collins said.

Peter Vanek, president of PVRK, a Southern California-based real estate consulting company, said his home was destroyed by a battery fire in 2023. His insurance initially estimated $350,000 for the house. After Vanek provided evidence of what was lost, his insurance paid twice as much, including living expenses while he relocated, and the house was rebuilt.

Leave or build again? Insurance coverage plays an outsized role in the decision to move or invest resources into reconstruction. For some with insurance, it could boil down to having pictures of the property before the damages and updating insurers with home estimates.

“(Homeowners) might not have disposable income to cover the difference between whatever their insurance is going to cover and what their cost is to rebuild their home, replace all of their items,” Vanek said.

The current wildfires in Los Angeles County are the costliest and most destructive in its history. The insured losses could exceed $20 billion, according to a report by JPMorgan Chase.

More than 150,000 people in Los Angeles County were under evacuation orders Saturday night, Michael Traum, an official with the California Office of Emergency Services, said in a briefing posted online.

More than 700 people were staying in nine available shelters, Traum said.

An expanded evacuation order was issued for the Palisades Fire on Friday, and the University of California, Los Angeles, has told students to be prepared for a potential evacuation, as evacuation warnings get closer to the campus.

Nearly 180,000 residents in the county were under evacuation orders Thursday, according to Sheriff Robert Luna, with close to 200,000 residents under evacuation warnings.

An evacuation order is mandatory, while a warning prepares residents that they may soon need to leave.

As firefighters continue to battle raging fires across Los Angeles County, a cut to the Los Angeles Fire Department 2025 budget and its commitment to recruiting a more diverse force have come under attack.

Four major fires across the LA area have killed 16 people, scorched over 38,000 acres and damaged at least 10,000 structures. More than 150,000 people are under evacuation orders, according to the California Office of Emergency Services.

As crews work to contain multiple infernos, LAFD Chief Kristin Crowley is facing criticism for prioritizing diversity, equity and inclusion within the department. Meanwhile, Crowley has expressed concerns about a $17.4 million cut to the department’s 2025 budget, which included reductions in overtime staffing.

The finger-pointing has politicized what’s being described as the most destructive fire in LA history.

Los Angeles Fire Commission President Genethia Hudley-Hayes says it’s “out of line” to blame any local official for the magnitude of the fires, saying the focus should be on helping the residents who have lost everything.

The commission is composed of a five-person civilian board appointed by the mayor, and affirmed by the city council that oversees the fire department.

“This is not the time to demonize people,” Hudley-Hayes said.

The fire department budget has grown steadily year-over-year from $674.27 million in 2019 to $819.64 million in 2025, but it is down from $837.19 million in 2024. However, Hudley-Hayes stated that it has been underfunded for at least a decade.

South Korea’s Impeached President Yoon To Skip First Trial Hearing

Yoon would become the first sitting South Korean president to be arrested if investigators are able to detain him.

South Korea’s suspended President Yoon Suk Yeol will not attend the first hearing of his impeachment trial next week because of safety concerns, his lawyer said on Sunday.

Yoon has been holed up in the presidential residence and protected by an elite guard force since being suspended and impeached last month, following a short-lived declaration of martial law that plunged the country into political chaos.

He has refused to meet prosecutors and investigators and his presidential guard unit thwarted an attempt to arrest him following a tense, hours-long standoff earlier this month.

The Constitutional Court has scheduled five trial dates spanning January 14 to February 4, which will proceed in his absence if he does not attend.

“Concerns about safety and potential incidents have arisen. Therefore, the President will not be able to attend the trial on January 14,” lawyer Yoon Kab-keun said in a statement sent to AFP.

“The President is willing to appear at any time once safety issues are resolved.”

The court will decide whether to uphold his impeachment or restore him to office.

Separately, investigators seeking to question Yoon on insurrection charges linked to his ill-fated martial law declaration are preparing another arrest attempt.

His lawyers have repeatedly said an initial seven-day warrant and the new one they secured this week were both “unlawful”.

Investigators have kept secret the length of the new warrant, with local media reports saying it is longer than the previous seven days.

Rival protesters for and against Yoon have gathered almost daily in the South Korean capital since the crisis unfolded.

On Sunday more demonstrations were planned by rival camps outside Yoon’s residence and on the streets of Seoul — either calling for his impeachment to be declared invalid or for him to be detained immediately.

The president’s legal team say his guards remain on “high alert”.

Yoon would become the first sitting South Korean president to be arrested if investigators are able to detain him.

If convicted, he faces prison or even the death penalty.

A team of Corruption Investigation Office (CIO) officials and police are planning for the next attempt, which they said could be their last.

The CIO said anyone obstructing their attempt could be detained themselves and police reportedly held a meeting of top commanders on Friday to plan for the renewed effort.

Former Presidential Security Service (PSS) chief Park Chong-jun — who resigned on Friday and was automatically replaced by a more hardline Yoon loyalist — told reporters there must be no bloodshed in any second arrest attempt.

He faced two days of questioning and did not explain his resignation.

“I am cooperating as diligently as possible with the authorities’ investigation,” he told reporters Saturday.

His replacement, acting PSS chief Kim Seong-hun, refused to turn up to a third summons on Saturday claiming he had to protect Yoon, opening him up to possible arrest.

Lee Jin-ha, head of the service’s security and safety division, was questioned on Saturday.

The National Office of Investigation, a police unit, sent a note to high-ranking police officials in Seoul requesting they prepare to mobilise 1,000 investigators for the fresh attempt, the Yonhap news agency reported.

As the crisis goes on Yoon’s ruling party has seen a bump in approval ratings.

A Gallup survey published Friday showed the People Power Party’s approval rating had risen to 34 percent from 24 percent three weeks ago.

Troops Kill Over 25 Terrorists In Zamfara, Rescue Seven Kidnap Victims

Over 25 terrorists have been killed in Zamfara State, with 18 others sustaining gunshot injury in military’s efforts to get rid of criminal activities in the North-West region.

The terrorists were killed in the Operation Fansan Yamma carried out by troops of Troops of Sector 2 of the Joint Task Force North West.

This was disclosed in a statement on Sunday by the Coordinator Joint Media Coordination Centre, Operation Fansan Yamma, Lieutenant Colonel Abubakar Abdullahi.

He said the terrorists were neutralised on January 10 when troops dismantled terrorist hideouts in the Fakai area of Shinkafi Local Government Area (LGA) of Zamfara.

“Some of the camps cleared include that of Bello Turji and Mallam Ila, where troops neutralized over 25 terrorists with more than 18 others sustaining gunshot wounds, thus delivering a setback to the terrorist network,” he said.

“Additionally, 7 kidnapped victims were able to escape from the terrorists’ camps amid the operation.”

According to him, the troops were supported in the offensive operation by the Air Component Operation Fansan Yamma.

Abdullahi stated that the Operation Fansan Yamma will continue to pursue and neutralise all terrorist elements within its joint operation area.

“We therefore warn all terrorist kingpins and their associates to surrender and renounce violence unconditionally, as our troops remain committed to eradicating these threats.

“We assure the public of our dedication to restoring peace and security in the affected communities.”
